June 2025 marked China's 24th "Work Safety Month" under the theme of "Everyone Prioritizes Safety and Masters Emergency Response – Identifying Potential Hazards Around Us". In compliance with directives specified in relevant documents issued by the Ministry of Emergency Management of the People's Republic of China and taking into account the actual production work, Dazhong Public Utilities organized diverse activities focused on potential hazard identification to elevate safety awareness of all employees, strengthen safety management, and ensure stable work safety conditions of the company.
The Group leadership has been prioritizing work safety. In mid-May, the Safety Committee of the Group issued the Notice on Conducting 2025 "Work Safety Month" Activities, and assigned the Safety Working Team to carry out critical supervisory inspections at key operational sites. The team conducted a confined-space poisoning rescue drill at the Donghai Factory of Jiangsu Dazhong on June 4; performed safety inspections at Nantong Dazhong LNG Gasification Station on June 5; organized an emergency fire drill at Xiangyin Road Tunnel facility in the early hours of June 12; and implemented safety assessments of Dazhong Logistics charging station and Dazhong Gas aging pipeline renovation on June 17. Concurrently, subsidiaries were mandated to conduct comprehensive self-audits and corrective actions aligned with the Work Safety Month requirements; integrate efforts with strategic initiatives including the Three-Year Root-Cause Rectification Campaign for Work Safety and the Group-Wide Hazard Screening Program; establish mechanisms for identifying and addressing major accident hazards; implement thorough work safety remediation measures; and enhance control of critical risks while instituting full-process management protocols for major projects and operational periods.
All subsidiaries promptly established specialized task forces to refine activity implementation plans and mobilize all employees to carry out diversified activities based on their business characteristics. Firstly, by leveraging both traditional and new media platforms, they extensively promoted safety awareness in offices, factories, and production bases by means such as displaying safety slogans and posters and broadcasting educational safety videos, which effectively enhanced safety awareness of all employees and fostered a strong safety culture atmosphere. Secondly, the subsidiaries conducted comprehensive training sessions covering work safety laws and regulations, classification of potential safety hazards, emergency response skills, emergency rescue knowledge, safety tips for high-place operations and confined space operations, use of fire extinguishers, safe escape skills, etc., which comprehensively improved the ability of employees to identify potential dangers. Thirdly, the subsidiaries further organized safety knowledge competitions featuring quizzes, photographic hazard identification, safety briefing and debriefing, and case studies to drive corrective actions while improving self-rescue and mutual-aid emergency skills of employees. Fourthly, a full-scale hazard investigation initiative was implemented with comprehensive self-inspections, cross-audits, and specialized examinations across production and operation sites, office areas, and other key areas. During inspections, the requirements for managing major potential accident hazards based on a checklist system were strictly implemented, with dynamic tracking of rectification progress to ensure closed-loop control of potential hazard remediation. Fifthly, safety drills were organized, where subsidiaries conducted specialized safety exercises such as fire and disaster response, confined space scenarios, and flood and typhoon preparedness tailored to their operational realities. These drills identified gaps, addressed weaknesses, and enhanced practices, not only improving emergency command capabilities and coordinated response but also validating the scientific rigor, comprehensiveness, coordination, and operational readiness of emergency plans.
According to statistics, during the Work Safety Month period, the Group conducted 48 safety education and training sessions engaging 3,180 participants, along with 28 skills education and training sessions attended by 950 personnel; organized 18 safety knowledge competitions with 1,417 participants; executed 92 safety hazard inspections identifying 63 potential safety hazards which were fully rectified; implemented 15 emergency drills involving 397 personnel and 45 vehicles and equipment; installing or renewing 267 safety banners and warning signs; and published 116 safety alerts via WeChat and other channels. These measures substantially strengthened safety awareness and emergency response capabilities of all employees, effectively preventing potential safety incidents.
Work safety constitutes the cornerstone of corporate development and the safeguard of employee well-being. Moving forward, Dazhong Public Utilities will remain steadfastly anchored to safety as our core priority. With unrelenting responsibility in "constant vigilance" and crisis awareness as if treading on thin ice, the Company will maintain perpetual preparedness and continuously reinforce safety foundations through higher standards, stricter requirements, more substantive measures, and greater implementation intensity to propel the Group's work safety toward a new level of excellence.
